Maui Permit Checklists

Published and maintained by Oʻen Maui Architecture + Design

These are the permit checklists we use in our own practice — cleaned up, cross-referenced, and published for anyone on the island who needs them. Homeowners, contractors, other design firms, or just people trying to understand the process: you're welcome to use them.

The goal is simple: take something that is already public but scattered across county and state websites and put it in one clear place. If it saves someone a trip to the counter at the DSA or a phone call to DLNR, that's a win.

Please read before using this checklist

These checklists are educational summaries of publicly available Maui County and State of Hawaiʻi permitting requirements. They are published by Oʻen Maui Architecture + Design as a community resource and are provided as-is, without warranty of any kind.

They are not legal advice, engineering advice, or official regulatory guidance. They are not a substitute for the current requirements published by Maui County (Department of Public Works, Department of Planning, SHPD), the State of Hawaiʻi (DLNR, DOH), or any other agency with jurisdiction over your project.

Rules change. We update these documents on a quarterly schedule, and every update is recorded with a date and a change log. Before you rely on any item for a submission, confirm it against the current published requirement from the relevant agency.

Building Permit

Building Permit Submission Checklist

Everything a complete building permit package for a new residential project needs before you walk into the Department of Public Works. Covers forms, site plan, zoning, civil, agency approvals, and the items that get submissions flagged most often.

SMA Permit

Maui SMA Permit Checklist

A phase-by-phase walk-through of the Special Management Area process under HRS 205A, including the 2024 Maui Island Shoreline Rule update, the Erosion Hazard Line, and the Act 125 timeline changes. Cross-referenced with the Building Permit Checklist.

Both are kept in sync with the current rules. Every update lists what changed and why, with sources.

Why we publish these

Because it's useful. We're a small boutique firm on Maui doing careful, locally grounded work — and sharing these checklists openly makes life better for all of us, whether you're a homeowner, a contractor, or another design colleague working through the same process.
